I'm guessing it must go off of timezones. I'm pacific time zone, so 9pm my time is the same as midnight EST.
But yeah, I would assume we'll be able to play as soon as the timer finishes its countdown since it's preloaded.

There's some stuff in there that's kind of interesting, some relating to the mayoral campaign it seems.
Well, for my time zone, the countdown will end at 10 tomorrow night. And depending on how it all goes, I could have the first episode done by midnight.

THIS. I thought Game of Thrones use of choices was very smart. Deciding how to choose a strategy as Asher/Rodrik, not closing a window in an… more action scene affecting and creating a bigger fight, and of course episode 6 featuring exclusive scenes for characters. If Batman were to take any Telltale games choice mechanics it has to be from Thrones. Just the idea of choosing when to be Bruce or Batman in certain scenes gets me very excited.
