Did Stephanie (from Shel's story) make it to Savannah?

I don't know if this has been discussed in the past, but it sure is an interesting theory!
Do you think Stephanie escaped the trailer, or is it a reused model, like the double suicide couple from Season 1 we find with Roman's body by the riverbank in Season 2?

I was gonna agree with you, until I saw a comment pointing out that Shel's story seems to take place weeks after Vernon and the Cancer Group stole the boat. Not a huge timeframe for her to end up at the Marsh House, especially since I've heard that the Pitstop is where Omid died.
The walker in question is not Stef--it's a contest cameo of a winner named Natasha. I do think she might have escaped, though; we never saw blood, heard a gunshot, or were told that she died after Shel escapes in the RV/walks over to shoot Stefanie. (Stephanie? I don't know how it's canonically spelled.) roman did say that she might try to put up a fight if Shel were to try to talk some sense into her, so it's possible that she managed to fight her way past the group.
She's also heard loosely banging around in the truck before Shel has to go tell Becca.
The walker in Savannah appears around the 100th day since the outbreak began, whereas Stephanie makes an appearance around the 270th day.

There's no way it can be Stephanie. The days in Lee Story compared to Shels story is very, very different.

White Tavia and black Brenda? If those pictures are meant as a comparison, I think it's worth noting Tavia has fuller lips and Brenda has more wrinkles. They also have completely different hairstyles and clothing. Molly/Patricia and Carlos/Randy are closer in appearance. That walker looks EXACTLY like Stephanie. @BetterToSleep is right about the timeline though.
Sorry, I was on a time table and those two were the first that came to mind. Carver and Oberson were briefly considered but I didn't put to much effort into it.
Also, Patricia and Randy were too easy.
Funnily enough, Tavia in 400 Days is indeed based off Brenda. She shares the exact same texture maps as Brenda, albeit recolored and redrawn in some areas. She even wears the same shirt as Brenda, but with a vest drawn over the top of it.
