I thought Lee and his wife lived in Georgia. Her appearing doesn't have any purpose in the current story and doesn't progress any active plotlines. What was between Lee and his wife is left to our imagination purposely so the writers would have us form our own opinion on if Lee killing her lover was justified or not
Arvo was kind of a villain but only hated Kenny who was the only person who gave him a beating, also I believe he wanted the group to fall crossing through the thin ice.
Normally, I would be all for that myself, but I don't know. Something about the way the New Frontier is being built up and the Sophomore Slu… moremp that is Season 2(namely the second half) makes me very iffy about a character like Arvo in particular being in the game.

Yeah, but he also developed a severe grudge/paranoia towards Clementine for partially started that setup and shooting his sister. Given how he reacted to actually shooting her, I doubt he'd be that much of an obstacle towards her if they ever met again.
Also, @VengefulKenny actually connected some dots suggesting something even more messed up than that.

I think the biggest chance we had of seeing Lee's ex wife was in season 2, when we actually WERE in Virginia.
It's called a "crime of passion" by the court and is often considered differently than say pre-meditated murder.

And if she brings up her past life with Lee to Clem, they would probably give you the choice to be sympathetic towards her, or be a jerk to her.
