They probably changed voice actors. It wouldn't be the first time, although we never heard it, Rhys wasn't originally played by Troy Baker in Tales from the Borderlands, and unlike Javier it was confirmed that Sam Witwer was the voice of Rhys, Troy Baker was announced that he would be Rhys pretty close to launch. However, the reason Sam was changed was apparently becayse play-testers found Rhys to not be very likable and pretty much just a dick.

It's possible that the voice for the trailer was just a placeholder; Telltale also used a placeholder voice for The Stranger in earlier episodes of Season 1 of Walking Dead, prior to using the final voice actor in Episode 105.

I dont think they ever announced who Javier's voice actor was back then, and we still dont know now.
