When you don't punch Andy he has a good deal of stamina still left and is leaning forward so he just falls off. Once he's beaten up you can tell he is just falling so when he gets kicked he falls back and over the fence which is basically supporting him while shocking him.
If you don't punch Andy at all, Lee shoves him into the fence, which doesn't kill him, or even seem to harm him
But if you choose to kill Andy, Lee kicks him into it, which... actually kills him for some reason this time

Isn't it obvious? The Choice was meaningless... it had no impact on the weather, characters,story, tired Rebecca, there were like what... 2 different sentences that only blame you "Luke:We could've left in the morning./Kenny: We could've left tomorrow"; bla bla.
The choices are becoming less and less risky and I despise it, this game will become a (barely interactive) David Cage movie at one point.
She was a good shot against the St. Johns and the bandits and she was a voice of reason to help convince Lee to come clean to the group about his past (you don't get this option with Doug). Also romantic interest.

Well being a good shot did benefit the group, protecting them. Getting Lee to confess his past you can also argue is good for the group since there is less distrust between them when Lilly does reveal his secret.
