What did Jesus mean?
I'm kinda surprised by the lack of discussion on this statement. So that begs the question, what do you think is going on Richmond? Obviously there are 2 sides here since Jesus asks what side you're on, so some group might be opposing the New Frontier, or maybe there is a rogue branch of them that decided to fight back against their ways, since Clem said that not all of them are terrible people. But what are your theories on what is happening in Richmond?

I think he wants to know what his deal with Richmond is. Jesus already knew that Richmond was taken over by the New Frontier, and he also now knows that Javi wants to go to Richmond, so I think he wanted to know if Javi is with the New Frontier or the original Richmond group.
After gathering all evidence that can be found in the first two episodes, I believe I've come to a rather solid view of what happened before "Ties That Bind."
Clementine had Alvin Junior under her care, and the two joined the New Frontier the day of the encounter with Ava. In this cluster of survivors she met Max, the man who resembles the "Home Alone" burglar. Something happened that alarmed Clem, who at some point decided to leave the group, not without a burn on her arm; she had Alvin with her when she left. The girl was sure that they would harm her if she ever reappeared. Then she found the community at Richmond and joined. Clem left Alvin under the care of a trusted survivor of the community and drove miles away to do something—perhaps deliver supplies to an ally settlement; her car broke down when she needed to go back. She chopped down a tree in an attempt to stop a passing truck. After an encounter with a mysterious survivor she learned that the New Frontier had taken over Richmond, essentially ruling out the possibility of ever seeing Alvin Junior again, unless she trusted Javier with the knowledge of the toddler's existence. I do believe that the New Frontier rose to power and submitted the previous Richmond inhabitants and leaders instead of killing them all. If Ava is among those of the New Frontier who migrated to Richmond, then I could see her taking care of Alvin.
What is Jesus talking about? I've concluded that there are numerous communities around Richmond just as the case is with Washington DC. Some of these communities would stay loyal to the original inhabitants of Richmond, while others would back up the New Frontier out of fear.
I think there are two NF factions. The rules guys, and the lunatics.

I wonder if clementine was part of that original group. She may have left aj there hence why she panicked when jesus said TNF took over
We know that we are in a timeline after "All out war", as it was confirmed here . So, maybe there are still some communities that are on Negan's side and try to establish themselves as a community that will bully everyone else. Maybe Jesus goes to Richmond in order to find out their plans or maybe negotiate.
There are most likely rebels fighting the New Frontier around Richmond. Maybe Jesus was looking to go save some captured rebels?

Yeah I know that I mean after she had escaped them she joined another group in richmond that was then overtaken by the NF.
I wish someone made a montage video of broken promises & disappointment from Tattletale.
Some of these rebels might be part of those minor unnamed communities that are part of the trading network of Virginia! Jesus is all over the place by "A New Beginning" instead of just at Hilltop anyway.
