Melissa Hutchison (voice actress of Clem) said so herself after the release of ties that bind part 1 and 2, skip to 12:00 in the interview if you don't believe me.
I like him alot, he seems very much like a by the books kinda guy, that he only does the shit he does because he is ordered to, he was again… morest escalating the conflict in Prescott, he was willing to let Javier and co into Richmond, I just hope he doesnt turn on us in the end, (us that kept him alive that is)
I couldn't trust him enough after being involved in raiding communities and almost shooting David. He was talking like a liar. I guess I was wrong a bit.
Can't judge anyone too harsh for the bad shit they have done especially during a zombie apocalypse, I think aslong as someone isn't just an evil prick who shows no sympathy or regret like Badger did they deserve atleast one more chance.

My favorite part was when Joan kicked us out for stealing and reprimanded David for not being able to "control" his men as they attacked other settlements and Clint agrees with her. But when Max snitches, suddenly it is ok to steal and raid other places but we are still bad because we stole. Nice consistency, Telltale...
By using his common sense probably. The interview with Melissa and the reddit AMA a few days ago are confirmation that they game has been rewritten at least once.

I got both him and Conrad still alive and kicking, surely Telltale won't kill both of them in episode 4.
