Gotta remember, in The Walking Dead, they don't know jack-all about zombies. In TWD show, we see that a lot of Military aircrafts tend to fail (cliche). And military armour isn't completely foolproof.
Also, armour like what S.W.A.T teams wear can be resistant to Chomper bites, but I believe that after seeing others get eaten and killed, they'd rather go AWOL then try to fight a fight that they'll NEVER win.
"Follow orders without question"is a stereotype of military personnel, that is out of step with reality.
In fact military personnel, at least in the United States, are duty bound to disobey orders that are unlawful. Being ordered to kill unarmed civilians, would be an example of unlawful order.
Of course the writers of The Walking Dead universe have never been particularly concerned with how real people would act in real crisis situations. If they were, much of the setting would not exist. Contrary to how people are usually portrayed in post-apocalyptic fiction, people don't all turn into selfish psycopaths the moment order breaks down and and they don't start robbing, raping, or murdering their neighbors. They're far more likely to band together and engage in altruistic behavior.
The novel World War Z had a scene just like that when the military tried bombing a herd (The Battle of Yonkers) and it didn't work well. Remember unless the brain is destroyed then the zombie keeps going,
My favorite theory is that at the beginning of the apocalypse the pathogen killed and reanimated people instantly, but either through a muta… moretion or an incomplete therapy, it became symbiotic, reanimating its host when he died. Makes more sense than the military just losing to zombies. I mean come on. Worst case scenario, bomb them and get to a debunker.

As pointed out in my earlier post, humans are more dangerous because humans can think, are armed with weapons and are capable of shooting back, and attacks are generally made supported by mortars or artillery. Yet there are multiple examples of outnumbered defenders repulsing banzai charges with the attackers suffering tremendous casualties.
.50 caliber machine guns would tear the limbs right off a zombie (they do that to people too), not to mention the effects artillery, mortars, and grenades would have. A position held by a military unit in a zombie apocalypse would likely put up barbed wire and claymore mines as well. A zombie horde would not stand a chance, even if it head shots were required as a finisher.
Spray and pray works against large of groups of humans. Not so effective against zombies who can ignore any bullet that doesn't strike them in the head.

Soldiers are trained to kill people, zombies are a completely different threat. They're trained to aim towards the center of the body. The military has no idea what it's up against and doesn't understand their enemy, they all get ripped to pieces, even by a couple of zombies.

What bothers me most about TWD is the way they approach the zombies. They are all so slow and clunky that if you all kept in a group and just made it a point to kill every single zombie you saw. The area would get clear pretty quick.
I have way harder time with how the brain survives zero food or resources even the need to breathe.
