Also, depending on how you treated him, Arvo may or may not have accidentally shot Clementine. If we remember when we first encountered him, his hand was more than shaky. He probably wasn't a crack shot.
Also, if you're talking about when Mike, Bonnie and Arvo left, Arvo didn't have a bag. Bonnie and Mike were taking the bags. Arvo was just going with them to escape the sadistic abuser known as Kenny (and no, I normally don't show such hate towards video game characters, but I don't get how he has so many supporters when he's done worse stuff than Carver!)
Arvo lost his only family to some pointless gun fight he didn't want to start anyways (and it's true, check the Russian translations). He (determinant) actually showed kindness to Clementine. "I wish we could have met differently, Clementine. You were kind. That is not common." (actual quote from the game, I have a link to a video if you need it). Also, if you say that they're not taking anything, Arvo says, "They're not telling me to ask.". That shows that Buricko and Vitali called the shots, and not him or Natasha.
TL;DR
Basically, Arvo was not the bad guy. He made one mistake, and for that, everyone treats him like a villain. People did far worse in the game but people treat them either a heroes, good guys, or just regular bad guys.
