It depends, really. Contrary to popular belief, most gunshots will not kill a person instantly. Either it'll miss most of the important stuff, leave the person writhing on the ground in pain, or it'll hit something important, and cause the person to bleed out, be that quickly or slowly. Unfortunately, from the looks of it, Tripp's an example of the latter.
Unless someone is shot in the brain they are practically guaranteed to bleed out or otherwise suffer for a while before actually dying. There's a major artery in the throat, so it would definitely be a painful experience.
Matthew in Season 2 survived for a while. He even almost shot Nick/Luke/Clementine while having a bullet in his throat.
The only reason why he didn't manage to kill anyone or survive any longer was because he fell from the bridge.

Because the shot didn't kill him. He's still moving because he's bleeding out/suffocating... which is a pretty shitty way to go.

The neck shot destroyed his windpipe and he choked to death, that's why Tripp was still moving.
