What if I tell you sir that you can be reasonable without murdering everyone on sight.
Joan deserved to be punished, but banishment would be much worse than death. Condemned to herself, she would understand how hard is to survive outside the walls, how fatiguing and dangerous it is to gather supplies and deal with everything without preparation. She would understand what she's done to other communities and acknowledge the size of her crime.

Probably because it's a post-apocalyptic setting where survival is the #1 priority. Killing will often be a reasonable conclusion.

I don't quite recall people coming back to me, and I think I was merciful to every character possible and spared them when I had the chance.
Telltale doesn't care about determinant characters (Conrad's an exception) and it's quite understandable, if they did it would take way to much time and work to keep the game playable, as every player would have a different version of it.

Well, she's dead in my game, but I would personally kick her out of Richmond.
