I don't think he was ever going to be a villain--an antihero, maybe--but not a villain. It's very possible that David is a decomposite character spawned from the ideas that went into the very first teaser.
Maybe a bit more of a bad boy but I don't think a villain, I mean he's teaming up with Clem in the trailer after all.
I want Villain Javier in season 4. He corrupts richmond cuz either:
wont makes sacrifices like joan, damning his people

makes sacrifices and becomes a hypocrite and a monster in peoples eyes
would be cool as long as he isnt a guaranteed death
If telltale could execute it well they could make Javier a villainous type leader in Clementines story who we confront in our journey.

He doesn't have to die as he could redeem himself or go off on his own way in the end.

No, Javi was planned to have the same role, his design was just changed later on.
I usually like the idea of protagonists becoming villians, but not in this case. Javi is my baby.
