Joan was the "friendly grandma who is actually a witch" cliche villain. There was no hope for her.
Badger had more potential to be more m… moreemorable, but they killed him off too soon. So he ended up being boring/wasted.

Season 2 had Carver, The Russian Gang, Arvo, and bandits.
Michonne Mini-series had Norma & Randall, who's probably the best TWDG villain Telltale ever made.
New Frontier had...New Frontier. Joan was awful, Clint was confusing, Lonnie was a waste, and Badger was generic. The only good villain this season was David if you even count him as one.
I'm hoping in Season 4 we have a Negan-like villain or if anything, have The Whisperers be the antagonists.
Personally, I feel like Joan is probably the 3rd most wasted character in this installment, as I somewhat liked both of her characterizations and she would've have at least one piece of novelty to her. Max is another one who I wish really we had gotten more out of given his relevance and initial importance to the plot. Meanwhile, Clint wasn't really a villain, Lonnie is just there, and Badger is one of the laziest characters in the game series.
However, I will concede that I think the story would've been at least a little better if David and Ava were a Big Bad Duumvirate, given their history and complementing attributes with Javier, Clementine, and the other Garcias/Prescott-ites.

If the Stranger never kidnapped Clementine Lee would have never been bitten, the boat would have never been stolen, and no one would have died trying to rescue her. The Stranger is pretty much the reason for the death of the whole group.

Agreed. Have David as the one who was calling the raids and everything would have been so much more interesting. Way more difficult choices would have had to be made. Especially if they gave David a slightly less aggressive and mean personality in the flashbacks. It could have been cool. To be honest I feel like this was their plan initially, but those rewrites.
As much as I enjoy playing ANF, I have to admit they do have a pretty shitty villain. Like I would have hope that David was the MAIN antagon… moreist and that he was the one who ordered the raids. Now that would have been more interesting than the entire Max-Joan arc and a bonus for his character.
I thought he was the most interesting. For one, his lack of brute violence compared to other villlians. He basically made clementine run away rather than actually breaking in and stealing her which is so scary. Sitting in the hotel room with him was so eerie and disturbing. The quietness of it was so creepy. Yet he shocked me so much with his judgements about how I played the game (I thought I played "good guy lee but I was mixed on many issues ). It really made me question my entire play through and my morals. I can't say any other villain in any game has had the same effect on me. So I'm curious, why did you find him boring?
She mentioned that Richmond lost several people due to harsh weather conditions the past winter and lack of supplies hence why she decided to raid other communities.

Actually, I always got the impression that Prescott was an unusual case seeing how it was unauthorized. After all, most of the settlements are apparently still standing according to comic fans, Badger was implied to have been increasingly out of control for a while, and there was originally supposed to be a choice between Eleanor wanting to return the supplies opposite of Clint.
Probably for exactly the same reasons others like him: for just being a lowly, average man who improvised his revenge scheme through emptiness and luck rather than some calculating, monstrous villain who played the group like a viola.

Joan was a thief with a flimsy motivation. I couldn't feel the presence of a villiain in ANF. There was no feeling of menace like in season 1. I thought ANF would be about looking for AJ and Javier's family. It turned out to be directionless.
The Russian gang is a threat for like 5 seconds. Somehow no one in our group even gets kill in spite of everyone opening fire almost point blank. and Arvo spends the rest of the episode being Kenny's punching bag before in a final desperate act he shoots CLEMENTINE of all people and we don't even have closure for that event.

She did. It is still a motivation. Evil motivation but relevant one.
