Yeah I think I like a dlc for the setup for a 'grand' story. More time to flesh out and explore our current clem and maybe even get a glimpse of our future villain. If done right it can surely get people sold on getting s4.

I would hope Telltale would use it to flesh out some characters that would appear in Season 4. For example, a 2 episode DLC where the playable character is the main villain of Season 4 would be great to so motivations and build sympathy and stuff. Of course, Telltale did Michonne, which was not directly related to the main story, so it's always possible nothing comes out of it.
Often always is something to help out with the ginormous wait in between season's for Walking Dead. Be it a mini series or one episode DLC. I hope Season 4 won't take longer than New Frontier took to release. Longer wait surely doesn't guarantee better.
We need a DLC for some loose ends tying. Like what happens at Wellington before the fall. 16 month time skip between Christa and Clem after Clem gets Omid killed Is Christa confirmed dead?. What was life like in that mystery machine for the Garcias? How did Kenny get real lucky at the finale of season 1 yet gets so unlucky in New Frontier premiere? Or just explore the lone Wolf life of Clem as she journeys to find AJ. A whole 5 episode season 4 doesn't need to consist of searching for AJ I don't think. If so I'll know their copying off the TV show's ideas from the second season like the love triangle of Rick Shane and Lori and how AMC waisted half of S2 looking for Sophia.
This is what I want most out of a dlc rather than new random stories. Find out what happened to Lilly, Molly, Christa, Mike/Arvo, Vernon and maybe 400 days characters. They don't have to tie into Clementines story. I like @Ladriel's idea of filling in the time skips too for Kenny, Christa and Clementine or something. We could even see the cabin groups initial escape from Howe's or someone else's early perspective of the apocalypse. Or even look into a villains perspective and how they got that way, like Michelle, the group in the woods, save lots bandits, Carver or Joan even. There are tones of already established characters that I would love to know more about.

I don't think there is official word yet (I could be wrong). It's pretty likely, but I guess we'll probably find out for sure in the next few months.

They could make a DLC which we travel to the ranch only to not find AJ himself, but clues to his whereabouts which sets up S4.

There should be DLC were she successfully finds AJ and returns to Richmond to live there.
And Season 4 takes place a little while after that.
