Randall from TWD Michonne. He's a fucking monster and I love him for it. All hail Randall!
But as for someone else, I'd say Merle Dixon from the TV series (before he became good guy, of course).
Merle is a FORMER villain/antagonist. He was counted as a villain/antagonist in Season 1 and the first half of Season 3. He lost his status as a villain after joining Rick's group.
Don't you recall him laying smackdown on everyone at the rooftop in Season 1 and torturing Glenn?

Don't read the comics and what I've heard doesn't send me the best messages, so I'll hold my peace on that until I'm able to speak on it.
So gamewise, I'm gonna fallback on good ol Brenda St. John. Especially since Michelle, Arvo, Joan, and to an extent Ava didn't pan out(or even really count) for one reason or another.
The Stranger is my favorite villain in the entire game series. He's a guy you absolutely despise, but at the same time you understand why he is the way he is.

Game - Carver, with Norma (and Randall) in a very close second
Comic - Negan
Show - Governor (better than comic Gov in just about ever… morey way, except the sheer impact comic Gov caused to the characters)
Spin-off show - Walker (short-lived so far, but already one of the more intimidating and interesting antagonists of the franchise)
Overall - Comic Negan
Beta is cooler than every other villain. He's so mysterious. why did him and Alpha wear roamer skin? this question is a spoiler for the comics Why didn't he call himself Alpha after Alpha died? Why doesn't he want people to see his face? Why is he such an asshole?

No need to think about since the answer is obvious
He is not actually a villain. He is just an hot-headed guy he is not a threat to group.
Carver all the way, my overall favorite.

I was talking about season 1. He was a villain since he worked up with Governor. My bad.

I'm Negan
I'm not going to count the same person twice so:
Games: Carver
Comics: The Governor
Tv show: Negan
The Stranger is my favorite villain in the entire game series. He's a guy you absolutely despise, but at the same time you understand why he is the way he is.
No, I'm Negan.
We're ALL negan
I can see your argument. Only Lee can give a look that is anywhere close to that...
I see him more as a villain and a threat to the group then Carver.
I never really got "absolutely despise" from him, honestly.

Im Dirty Dan.
Can't tell if you're being serious or this is a sardonic comment on this show's quality.
Beta from the comics.
What the fuck? He saves Lee and Clementine many times.
No, i'm dirty dan.
No you're pin head Larry. I'm Dirty Dan.

No IM gay!
Game: The Stranger
TV show: The Governor with Negan as a close second
I haven't read all of the comics, so I won't say for that.
The Stranger because he used to be a dad ya know.
RANDALL
I'm talking about season 2 Kenny, I would rather spend the next 10 years with Carver then with Kenny
I was wondering if anyone was gonna pick one of the St. John's, they were pretty decent villains despite only lasting one episode.
Thank you for the comment.
God bless you.
Nice. Yeah Negan from the show seemed cool. I mean it takes a guy with some guts to risk getting his hand shot off just to flip off his enemies.
Thank you for the comment.
God bless you.
Nice didn't even remember him.
