But as for someone else, I'd say Merle Dixon from the TV series (before he became good guy, of course).

He is not actually a villain. He is just an hot-headed guy he is not a threat to group.
Carver all the way, my overall favorite.
Merle is a FORMER villain/antagonist. He was counted as a villain/antagonist in Season 1 and the first half of Season 3. He lost his status as a villain after joining Rick's group.
Don't you recall him laying smackdown on everyone at the rooftop in Season 1 and torturing Glenn?

Don't read the comics and what I've heard doesn't send me the best messages, so I'll hold my peace on that until I'm able to speak on it.
So gamewise, I'm gonna fallback on good ol Brenda St. John. Especially since Michelle, Arvo, Joan, and to an extent Ava didn't pan out(or even really count) for one reason or another.

The Stranger is my favorite villain in the entire game series. He's a guy you absolutely despise, but at the same time you understand why he is the way he is.

I see him more as a villain and a threat to the group then Carver.
I never really got "absolutely despise" from him, honestly.
Game - Carver, with Norma (and Randall) in a very close second

Show - Governor (better than comic Gov in just about every way, except the sheer impact comic Gov caused to the characters)
Spin-off show - Walker (short-lived so far, but already one of the more intimidating and interesting antagonists of the franchise)
