Actually, I think that's being saved as DLC later this season. Clem's story is too big to be left as DLC.

And those people we saw in the concept art for a new frontier (mainly in episode 4 and 5) should accompany javier (or whoever survived season 3) so we wouldn't have to deal with some random people who have nothing to do with Richmond. I'd personally love to play as Javi again, but I don't know how they'd fit it into s4 if it's focused on Clementine (like how the Clem flashbacks seemed a little out of place in anf). Javi was such a fun character though, I'm gonna miss him

Then there should be action scenes where you swap characters after each kill, similar to a few borderlands moments.

Clementine has spent 3 seasons as the central focus, and has become a little depressing.
I see what you mean, but this series is her… more story, not Javier's. Also, she wasn't the main focus of S3, it was Javi's family. Who isn't depressed nowadays anyway? Javier still has his family while Clementine may have nothing at all (If AJ is dead).
Javier is more of side character material than a main character. He can have a Pete role from the Michonne Mini-series, but nothing bigger than that.

As I recently explained in the writers' Character Development thread, Javier himself just isn't that interesting a character, let alone an satisfactorily defined one. I mean, he's definitely a pretty okay and fun one, with a special gimmick to make him stand out, but beyond that, I hesitate to call him an outright good character. That's mainly because Javier, as of this post at least, doesn't really even have much of a character arc throughout the game imo since his motivation--"When family is all you have left…how far will you go to protect it?"--is not only a universal one, but also one that really isn't that adhered to in the plot itself. Half the time, it seems more like he was trying not to make any of them mad at him or David want to kill him than trying to protect them. Even without that, people will no doubt cite how Lee's backstory was a small but important part of his story through Carley and Larry and Clementine's part in his story acted as her backstory, while Javier's backstory is more of a series of informed flaws that are spoken about on occasion but have no relevance to his actual story. Like, I know we were told and even occasionally shown that he was more of a cocky party animal than a family guy originally and David beating him up for not getting home in time when their Pa-pa was on his way out is what convinced him to "clean up his act," but we honestly have little to no worthwhile context to contrast him with throughout the story proper.
The sad truth is that ANF is less Javier's story and more the Garcia Family story with David pretty much being the center pillar of that, for worse or better. Being frank here, my attention was personally almost always focused on seeing how Gabe would develop as a person and exploring Kate's character rather than on how cute Marianna is, or how totally deep and complex David is, or even on Javier in general. At the end of the story, David and Gabe are the most developed and/or interesting [original] characters for many people, with Javier being a Supporting Protagonist and Kate being very neglected even before Above the Law to an extent. And this all ties in with my repressed feelings towards From the Gallows, but since every member of his family can die(with Gabe being the most egregious in that regard), what do you do with him now? Like, I have no doubt that a good writer would see that not as an roadblock, but as a challenge they're confident they can complete, but it's still a significant issue for the rest of us looking in from the outside of a faraway skyscraper.
So, aside from the possibility of playing as him for the sake of maintaining how he was characterized through ANF if "Season 4" really does end with Clementine and AJ returning to Richmond, I'm gonna have to say no.

either have him as a minor character to play as for a short period of time at the beginning of each episode to show how he would rebuild Richmond from the player's POV/have him and clem both 50/50% playable just like TFTBL as that game did it so perfectly/just have him as a side character to assist clem in looking for aj, as it seems like the most logical choices just in case clem were to fail, javier would be the backup, seeing as he seems just as competent as clementine, if not more. As to who he will leave in charge of Richmond? Kate or David if they are alive. If David is dead and Kate is missing then it should be handed down one of the Prescott survivors. If the player did not choose to forgive Eleanor but Conrad is alive then it will be him, if she is forgiven and Conrad is alive it should still be Conrad, if Conrad is dead however and Eleanor is forgiven then it should be Eleanor in charge, if Conrad is dead and Eleanor is not forgiven then it should be handed down to somebody like fern to watch over until javier returns. This would show players right from the get-go that choices really do matter and would have a huge effect in the coming episodes.

my biggest hope for Gabe is that they make Gabe and Kate a Carley/doug type determinant character i mean im the opposite when it comes to Kate cause i really dont like her since she gives me some flashbacks of Lori who i hated in the show.

I'm not going to assume anything here but your vision of clementine really makes her sound like a HUGE idiot. If she had half a brain she would return and keep aj safe instead of risking his life every day, and Richmond has supplies for her. She even says to javier towards the end, she'll bring AJ back if she can find him.
Mainly because I think the Garcia's are boring and considering how much negativity Javier's family is getting from the fans, I'm sure they wouldn't want them to come back.

If the player did not choose to forgive Eleanor but Conrad is alive then it will be him, if she is forgiven and Conrad is alive it should still be Conrad, if Conrad is dead however and Eleanor is forgiven then it should be Eleanor in charge, if Conrad is dead and Eleanor is not forgiven then it should be handed down to somebody like fern to watch over until javier returns. This would show players right from the get-go that choices really do matter and would have a huge effect in the coming episodes.
all the more reason to bring him back and add to it, giving him a new purpose as his family is safe, and that purpose is to protect the family he created: being clementine and the Prescott survivor(s) and the rest of Richmond.
my biggest hope for Gabe is that they make Gabe and Kate a Carley/doug type determinant character i mean im the opposite when it comes to Kate cause i really dont like her since she gives me some flashbacks of Lori who i hated in the show.
How is clem and aj returning to Richmond a terrible idea? Who in the right mind would risk their child being eaten over being safe?
I'm not going to assume anything here but your vision of clementine really makes her sound like a HUGE idiot. If she had half a brain she would return and keep aj safe instead of risking his life every day, and Richmond has supplies for her. She even says to javier towards the end, she'll bring AJ back if she can find him.
Mainly because I think the Garcia's are boring and considering how much negativity Javier's family is getting from the fans, I'm sure they wouldn't want them to come back.
Honestly, I'd rather be alone again then return to a place that's just been through hell and nearly destroyed along with people who possibly hate Javier and his family for destroying some of their lives.
