Yeah. I got (and possibly still am) confused too because there's "loyal" Clem at the start of A New Frontier and at the end with one going off former choices and the other going by the flashbacks.

It doesn't say that she is loyal to you it says that she shows commitment to those who are loyal to her

I got the loyal Clementine after I followed David. I had the same problem as you did but instead of following Kate I followed David.

All I did was make Clementine and Javier go after David together. You still have to accept Ava's offer, inject AJ, and say goodbye to AJ.

I dont know if it matters but me and clem went after david and she was loyal to me so that might be the reason
