Plot inconsistency or she changed her mind.
I'm sure she just changed her mind. Saying that being honest with the rest of the group would help with distrust later down the road. It turned out to be true.
Been too long since I've played S1, does she say it doesn't matter in episode 1? If so, then I imagine she changed her mind. By episode 3 the group had been together for a few months, so it was clear what was happening wasn't just going to blow over. It's looking like a long term deal, might as well put all your cards on the table, just incase. On day one, when for all they knew the military and local emergency responders would have control of things and they'd all go their separate ways, it doesn't matter then. They probably never woulda saw each other again after that.
I think she just meant that she doesn't really care for that reason, but still warned him that trouble would brew if anyone else put two and two together. And someone did.
Gotta hand it to her though: changing her tune after several months of the group sticking together was a smart move. Lee had essentially proven himself by that point, so the blow of hearing he's a murderer by the law wouldn't hit as hard, for better or worse.
At worst, plot inconsistency. But more likely, she just changed her mind.
Here's a thing to keep in mind: back in episode 2, things were relatively stable at the moment. In her eyes, Lee's past didn't matter much, nor did it look like it would jeopardize anything. At that point in time, Lee's past wasn't a sensitive topic.
Now flash forward to episode 3: Larry's dead, and Lee optionally took part in killing him. The group is fractured, starting to turn on each other. They're running low on food and supplies, they're being continually harassed by the bandits, and Lilly's suffering a mental breakdown. In Carley's own words: "We're hanging by a thread, and I can't see Lilly talk about you without thinking it's the next thing she's going to say."
At that point, Lilly deciding to drop that bombshell on everyone could tear apart the entire group. I think there's plenty reason there for Carley to change her mind.
You know, seeing some people remotely consider something like this to be a possible inconsistency goes to show how simple or at least convenient peoples' perceptions can and have been.
I mean, no story's flawless, right? S1's great, but there's a bunch of little story bits you can call out and nitpick if you really wanted to.
Please explain how it would not be an inconsistency when one hand, Carley says that they don't have to open up to the group because 'it doesn't matter anymore', and then on the very next episode say the complete opposite? Season one does have its flaws, if small.
I interpreted it as Carly just telling Lee that his past did not matter to her, and that she would only reveal it if it became a problem, but when she came to know Lee, she started caring for him, and wanted him to reveal his secret in order to foster trust in the group

Tbh, I'm really just using this as an excuse to throw some shade at the people who are quick to throw that word around despite the narrative and/or basic understanding of the characters making at least decent sense out of it.
Actually, it was two episodes(and at least four months in-universe) later.
And as pointed out, Carley was initially saying that she doesn't really care but the rest of the group might if they find out and/or Lee makes himself seem suspect. Then later, when shit has gone down, the group was damaged inside and out, and Lee have proven himself, she suggested telling everyone to ensure there'd be trust among them if/when things makes like a banana.
It's called "Changing your mind/stance," something real people do when sufficiently motivated.

I dont believe this was an inconsistency. I actually think she does mention she changed her mind. If Lee refuses to talk to the group about his past, Carley i am sure said she changed her mind and that shes disappointed that he won’t talk to the group about it

You decided to ask a pretty simple question related to Season 1 that doesn't revolve around Clementine or Kenny, one that one would expect would get 3 different answers at best, and actually got some people to step in and seriously answer.
