    Save-Lot bandits. They killed for no reason and were rapists. Every other group on this list had reasons for their actions. Save-Lot bandits just did it to do it

    Don't read the comics and haven't watched the show yet, so definitely the Save Lots Bandits.

    In terms of ranking and what I know/hear:
    1. Save Lots Bandits
    2. The Saviors
    3. Governor's Group(Woodbury?)
    4. Monroe
    5. The New Frontier
    6. Howe's Hardware

    Save Lots Bandits since it’s been established that they raped and murdered people. Negan and Saviors are just as dangerous but only when trifled with. THE WHISPERERS, on the other hand, are the most savage compared to the rest, but since you didn’t include them, I’ll leave them out.

    1. Save Lots Bandits
    2. Negan & The Saviors (They had a code of conduct)
    3. Norma’s Group (Only because of Randall)
    4. The Governor’s Group (Only because of The Governor AFTER meeting Rick)
    5. Howe’s Hardware (Majority worked there way up to become guards)
    6. The New Frontier (Boring af)

    I'm assuming this is game/comic universe

    1. Woodbury: Mixed bag, there are the crazed psychos who enjoy watching pit fights with zombies for fun, none as bad as The Governor himself though.

    2. Tie: The New Frontier: Pack of psychos and very irredeemable raiders. They're one note-ness just makes them that much more evil with no complexity.
      Save Lots Bandits are drug addled murderers, pedophiles, thieves and rapists

    3. Carver's Camp: You'd have to walk on eggshells as Carver seems to kill people for showing the slightest weakness, still livable but sure as hell not stable

    4. Monroe: Were understandably pissed after the thieving and destruction of their home. Norma is ok, but Randall, he's a little off

    5. Saviors: Brutal by the needed means to keep people in line. While their deal isn't consensual, they do offer something in half the supplies they loot and Negan is pretty reasonable until crossed then watch out

    but they were bandits tho. they like stole from people and threatened them to get more stuff.

    the wolves from the tv show were probably the worst i've seen. they'd kill everyone in the most violent ways possible. and they had no motive.

    The rest tried to act like real civilizations but with differing morals and guidelines, while the save lots bandits were just anarchists grouped up on a rampage.
