There is a rumor making the rounds that Javier will return in season 4. Don't know how true it is though, as it was confirmed that no Garcia's would return this season. Maybe possibly in a flashback?

ANF had a happy ending with Javier being the new leader, and 2 years have since passed. A reference to him and the ‘new’ New Frontier might be all that we get

Javier is the main playable character in episode 4, after it appears Clementine drowns at the end of episode 3. Don't worry though, she's actually alive and well.
Are you asking for inside info, or saying a rumor is inside info? Either way I haven't heard any rumors, just a few fans wishing. I hope if he does have to appear, it's based on an optional choice like us returning to Richmond, so I can choose any other option.

inb4 the leak is actually real but episode 1 was rewritten and Javi does appear with a baby and a hook later on
