Is there going to be Steam support for the PC versions?

Initially the PC version will be exclusive to Telltale's website. What happens after that is too far into the future for me to speculate. ;)

Would Nintendo even allow the game to be published by anyone other than themselves or Telltale?

I wouldn't think so. In the end it's still Telltale's game.
Lots of games are on different consoles and platforms.

It's not up to Nintendo. Telltale's the publisher.

I think it would be a great idea to relese it on steam. Many major Geeks (Like me) still Play CS 1.6, and a lot of them like H*R, it is just that many people have not checked out the site in a while (n00bs) Sam and Max is already on steam and I don't think it will be too hard to add SBCG4AP to it. Besides, the more ways to buy, the more you sell. and the more awesomeness to go around!
