I think you're spot on.
There's a very small minority of people it could be, and I'm with you on assuming that it's Lilly.
It wouldn't make … morea whole lot of sense for Kenny to be so (seemingly) far from where he was left in Season 1, and it'd be beyond coincidence for the person to be him. If the person Clementine addresses is the leader of the group, it makes me more certain that it's Lilly. She already was hardened, being a solider and experiencing the things she did, like losing her father, so her being in charge of people wouldn't be too hard to believe. Clearly Clementine would be afraid of a woman who killed someone, almost right in front of her.
I can't think of any other person that would shock Clementine in that way.
(But then again, Telltale could make it somebody else and I could be totally wrong. But we'll see.)

Kenny and Clem didn't interact much, but he never hurt her or did anything bad to her. Why would she sound scared and definitely startled instead of maybe happy, surprised and excited? Her tone and lack-of being excited to see that person makes sense if it was Lilly because she witnessed her kill Carley or Doug, so they didn't end their relationship on the best of terms. So that's why it makes sense by her facial expression and her tone, but actually thinking Lilly was dead? That makes sense too, because you either A: Leave her on the road (clearly Clem would think she'd die out there alone with walkers around) or B: She steals the RV and as Dieskrad pointed out Kenny says she won't make it far. I do agree that it makes more sense with option A, but it's still more plausible than Kenny...
That you mention to start a specific scene, makes me think it's just reusing Kenny's model in that place. And who in that scene does look like Kenny? That's right, The "Kenny" from the trailer, Nick.
