From reading the comics you see that Snow has a lot of walls up because of her painful past. I think she knows Bigby cares for her but she doesnt want to encourage anything.
But there's so many hints and little moments in the game this far, you'd think she'd be aware of it. Like Colin said, everyone knows how Bigby feels about Snow.

That would be pretty cool.They can show us (SPOILER FOR WHO DIDNT READ COMIC) Where they get married and have kids it would follow comics so there wont be any problem lets hope for epilogue then
It's not exactly "in the end" though, it's made obvious from the start and they're with kids by the end of book 4. Which is some... what... 30 issues in, out of the currently 130+something.

Yeah being this game a prequel we cant expect much of romance between them unfortunately

Actually no...at this point Snow doesn't know how Bigby really feels about her. She makes that clear in the comics where she says it's so surprising.

Yeah, but Snow has had two marriages end badly. She has been so independent for so long that she is blind to it.

You know, Bigby and Snow are kinda like the Lee and Clementine of TWAU if you think about it.
