She definitely shot him, lee didn't want too come back as a walker so why wouldn't she kill him?. EVEN if she did miss - she would fire again. AND EVEN if she didn't shoot him it matters diddly squat ,he's still a walker and not coming back. How the hell would they put that one into the story, Clementine must have travelled hundreds of miles by now - what did un-dead lee do exactly too keep up with her fly? and how would he know where she was going. That only applies if you handcuffed Lee and even if you did, you should know that if you put the handcuffs on the cop walker, he is so decomposed that his hand just falls off. So if you left Lee, it's possible he would eventually rot enough that his hand just falls off, which is a moot point since Lee is dead and not coming back unless as a walker if you left him.
Regardless of whether or not he was shot, He was hooked with a handcuff to a radiator, the door was shut and a zombie mind isnt capable of figuring out how to open door they rely on eating, thats there only instinct. He's not coming back

A person even if shot in the head can have a last breath/death rattle if they've got enough air in their lungs. That's also why people void their bowels when they die; with no brain to control bodily functions, they release everything at once.
