Well mostly because the head has a skull, so the walkers would have difficulty biting it. Whereas the neck is full of blood, has no bones, completely made out of meat, and thus it'd make more sense for them to bite at the neck as opposed to anywhere else, unless in range (so for example, arms, legs and stomachs they would still bite).
That never has stopped Capcom what with "Crotch death and all" sort of nice to see some standards applied to this. But I must admit unintential funny death"Is not Over Rated";)

Walkers still have predator instincts, right? Most predators go for the throat when they capture their prey, because it kills the quickest.
That sounds logical.
Telltale uses the neck constantly for Clementine's death scenes because they just reuse the animations.
