    Dale - couldn't get his side across because he had to argue with Shane, plus most of the group seemed to agree with Shane, minus Glenn and Rick. Not to mention, Dale had a bit of a reputation which meant some tended to look down on him because he was a old busybody

    Hershel - Hershel was a respected father figure and didn't have to fight with someone else to defend his argument. Moreover, he helped Rick through his hardest time and helped with bringing him back around the other side, earning Rick's trust

    Hershel helped carve the almost 'utopian' state of the prison prior to S4,EP1, Dale failed to keep Randall alive. For the above reasons, Hershel comes out on top
