From a character standpoint, it's kind of Clementine's thing to wear the hat. It's her symbol and is what most people associate her with. But from an in-game standpoint, hat's are adjustable. We can't forget that it's her Dad's hat too, he obviously wore it to his head size (which is bigger than Clem's, duh) and was adjusted for her head size when he let her borrow it.

She was originally meant to lose it then find it again according to files for S2E1.
Actually, it is. Just a different design. There's no velcro or those weird press-hoop things that I don't know the name of.

It's her dad's hat. If it's big enough for him, I think she'll be fine. It might be one of those hats with the adjustable strap in the back, too.
Like her backpack. Would've been better that way.
