Hershel was already dead by the time Season 2 took place (both before and after the timeskip). He died at some point in between Seasons. Dwight is definitley a possibility.

Carl would actually be cool, but if the game takes place past A New Beginning, he's way too wrapped up in other matters to even meet Clementine.
If Carl makes an appearance in twd season 3 game the kid who plays him in the amc tv show will not voice him.
