Maybe the antagonists are a group of survivors who decide what they will do to others based on these people's zodiac signs. How they got that information out of Javier, I don't know. How they got that information out of a walker, I don't either. Maybe he was just wearing his old wallet.

The sign of Capricorn is also one of the power signs, which when possessed is commonly considered to be indicative of a need to have jurisdiction and authority.

I don't think it means Javier is a capricorn, my guess is that this group that goes around branding people sees something in that specific zodiak sign. Let's look at this site (I know that is some nutty stuff, but it seem fitting for people brandmarking others):

Maybe this is Telltale's/the comic universe's spin on the Wolves? I don't think we had any guys going around marking others in the comics yet.
All of this information would make up for a good antagonist, although I do wonder, are the people marked supposed to possess these traits? Are the markers? Are the metal sticks used to mark?

Might be both (let's ignore those sticks for a second :P): The markers want to show that they have these ideals by marking others, 'encouraging' them to also follow those ideals

Lol I doubt the brand is really based off the person's zodiac signs. I was kinda kidding that Javier is a Capricorn haha. That'd be kind of far-fetched for the brander to have 12 different brands all with different zodiac signs. Most cow branders today have only one iron brand, to indicate that the cattle they've branded belongs to their farm/family, represented by one symbol, not twelve different ones for the twelve zodiac signs. To me it seems the brander just had one brand, and he seems really fond of the Capricorn glyph for some reason--perhaps he's a Capricorn himself.

It makes me think this brander perhaps once was a leader of a community, but then lost his power, perhaps due to Javier, and is now trying to rebuild/regain his power.
Bringing that up made me think of this. (GOT episode 5 spoilers by the way)
I'd really like this to be alluding to the villain for S3, suggesting outright that the villain(s) themselves are morally gray. What I'd also love to see for once in TWDG is a morally gray antagonist like this who can be reformed by the player's actions directly, as some of these listed qualities are clearly positive ones. If it's done well, that arc could be really great.

It is curious that the horoscope website describes Capricorns as being fond of the ground and agriculture, since I mentioned in this post that, in the pictorial teaser, I see numerous pots with plants and vegetables, along with some trees. You know, agricultural stuff—probably. The vague place that we see in the image could be the compound where the antagonist resides.
Interesting and nice find! The first thing that comes to mind is Tropic of Capricorn. I read a short summary of the book ( http://www.gradesaver.com/tropic-of-capricorn/study-guide/summary ) and maybe the story will have some parallels?
I believe that the symbol is a brand showing that these zombies belong to someone or some group.
Maybe some rag-tag government group experimenting on finding a cure and using the zombies a s guinea pigs.
Maybe 76 is a lot number for some experiment to cure or reverse the disease. Lots 1-75 have failed, and 76 is the success with Javier carrying the cure in his blood.
Don't know why Clem and Javier are killing the ones marked 76, maybe they mutate into some type of super zombie becoming intelligent and undead, causing the need to be destroyed.
Not very original ideas if that is the case. These storylines have been done before.

But seriously, Capricorn is all about work, so Im guessing maybe there will be a "slavery" type deal going on.
Not to be an asshole, but this thread proves that it's a zodiac sign for capricorn and not a 76.
And Kirkman wouldn't let Telltale do anything involving a cure. He has made it clear that the world of TWD is over. Society has collapsed, the goverment is gone and there is no research going on for a cure anymore. All the survivors can do is rebuild society as best they can with the resources they're given.
