It bothers me a little bit too, but I guess in a way we did Harvey a favor (and I wouldn't exactly call Selina his girlfriend. Like someone else mentioned, Harvey was flirting with other people too so it wasn't to a serious level at all). Selina was just playing with him, so Bruce diverting her attention was better in the end.
If we'd had the option, I definitely would have told her to stop playing with Harvey and to end it decisively the next time she saw him (which obviously happened in the worst way possible). Harvey was just on a one-way trip to the heartbreak hotel if he got too attached to Selina anyways.
All that said, it's still a pretty messed up thing to do, since we know Harvey was starting to get real feelings for her. I hope we have the chance to really apologize down the line.

The message I got, is that they knew eachother for about 1 week (maybe a bit more) when we first see them two in A Realm of Shadows. ('Selina's new to town') And I believe this wouldn't have affected Harvey so much had he not been in that state. Sure, he'd still be hurt, but I think he'd eventually understand, afterall, it's not like Selina's the crush he's had since he was 9 or something.
And believe me, my Bruce completely understood the effect this would have on Harvey. Thing is, my Bruce wasn't really planning on keeping it a secret from him (hence why I came out of the room right away). Obviously, my Bruce wasn't expecting that Harvey would catch them both semi-naked in Selina's apartment, but it was how it was.
If I had my way, I would've told him afterwards, or maybe even hint that Bruce and Selina were getting closer beforehand. Not that it's because I'm "pro cheating" at end of the day my view is that Dent and Selina never came across to me as being in a serious relationship. Plus Dent was using Bruce I didn't see him as a best friend at all. Dent wanted to become Mayor and it was obvious he would do anything and that included dragging his so called mates name through the dirt and not hang out with him because of his reputation and not only that he still wanted Bruce's money to fund his campaign?! Not that it's because I'm "pro cheating" at end of the day my view is that Dent and Selina never came across to me as being in a serious relationship. Plus Dent was using Bruce I didn't see him as a best friend at all. Dent wanted to become Mayor and it was obvious he would do anything and that included dragging his so called mates name through the dirt and not hang out with him because of his reputation and not only that he still wanted Bruce's money to fund his campaign?! I'm sorry but that doesn't sound like a good friend to me. I think Bruce/Batman both needed a little tlc and appreciation plus I thought giving Selina the full batman experience I thought I'd get abit of info or at least get her to stay on Bruce's side.

Falcone's dialogue also seems to suggest that it's Harvey is known for it. When he tells Harvey to wait in the other room, he has a quip about there being plenty of skirts to keep Harvey busy.

I would point out...as I am playing one of my saves as scuba Batman...I tell him that she is with me...he says something...and then she says...if you were interested you would have said something.

Please take into consideration that, canonically, Selina and Bruce are an item. That, and people just really like the pairing. Like I do.
Please also take into consideration that this is just a game and the morals of people aren't usually put too much into the game. You sound like you're treating it like it's a real thing.

And you know, Selina's no dummy. She may have sensed that Harvey had latent issues simmering underneath his charming surface, even if she could not put her finger on exactly what until he attacked Bruce.
If Harvey were healthy, it would be expected and understandable for him to blow up, talk shit, maybe throw a punch or two. But the level he took it to was over the top. Murderous rages are not normal, even if he is the jilted lover. And he's not just some average joe schmuck off the street. He was a district attorney. He should know better, having probably seen or tried countless similar cases himself.
Now, Selina finally gets to say for certain that Harvey needs professional help. At the end of the day, neither Bruce nor Selina are responsible for Harvey's behavior, even if they didn't exactly help his state of mind, as you said...Poor guy. Yeah, I doubt he's calling his therapist after this.
