Possible Spoiler: Who hired Joe Chill
Okay so this may sound way, way out there, but here me out.
We know Falcone didn't hire Joe Chill, he said so on his deathbed, so that leaves the question who did.
Now, I have a theory but it is going to sound crazy, beloved butler Alfred Pennyworth hired Joe Chill. Before calling me an idiot, hear me out. Alfred had his suitcases packed he couldn't stand to see Thomas and Martha corrupted, but he couldn't stand to leave Bruce to the same fate so he hired Joe Chill to shoot them. Remember back to Falcone, "Don't trust anyone in Gotham, least of all those you call friend."
Maybe I sound crazy but play through again and really listen to Alfred's dialogue, his reactions, and think about it.

But don't you guys think that Hill might've been lying in order to save his skin? I mean I think there is a lot that indicates that Hill was just lying.
First, 'he didn't know when to stop'. What is this statement if not an atempt to have Penguin forgive him? Hill was obviously never against what Thomas did to Esther. He was in the same room when it happened! He doesn't seem to condemn Thomas even a bit earlier on the epjsode if you visit him as Bruce and get on his good side. He just keeps praising and praising Thomas for what they acomplished and how they had ways to get what they wanted, treating him as partner. How come he had him killed if he obviously respected and approved what he did?
Secondly, if this wasn't in fact a half baked lie, then why didn't Hill tell this earlier to Penguin? It would certainly put him on good terms with the vilain from the start instead of the shaky ground they seemed to have.
Thirdly, his tone of voice. To me that sounded like someone was just wingging it. What he said didn't seem credible at all.
Amyways, this might be overanalysation from my part, but I don't see Hill having reasons to kill Thomas. I don't buy it.
(There's also the fact that Thomas mentions Falcone and not Hill when he is about to get killed but I guess that was plot convinience...)
This is an interesting theory indeed and I can see it playing out.
Falcone stated he used Joe Chill to kill people before. Thomas probably knew about this. And if Mayor Hill used him to take out Thomas, it'd help get any blame off himself, since Falcone used him before.
But it makes perfect sense character wise. Even then why lie about something so specific? For all Hill could have know Oswald and/or the Childrens Leader could have sent Thomas to be killed, it made no sense to lie about that in particular, especially since at best case Oswald would check to confirm it.

Alfred's behavior seemed like he was deliberately trying to point Bruce away from the truth. And Hill's confession was clearly just an attempt to prevent Penguin from killing him.
I'm 100% confident that Alfred had them killed and Falcone knew about it somehow. Remember what he says in the hospital? You can't trust anybody in Gotham... "least of all, those you call 'friend'".
If that's not clear proof that Alfred is responsible, I don't know what is.
It was the court. The court was above everyone. Falcone, wayne and hill were just their pawns. The waynes worked closely with the court untill they did something that angered them and then the court had them murdered. The court probably wanted to get rid of falcone and hill and asked for penguin's help. How did penguin get the tape with his mother and Thomas Wayne? How did oz get all the power and respect in the streets? The court probably backed him up. They convinced him that falcone and hill ruined his family and oz got his revenge. Not to mention that the penguin mask that oz had in ep2 reminded me of the owl masks from the comics.
Edit: hill was lying when he said that he hired joe chill. He was just trying to save his own ass
Is everyone just going to forget that Hill and Harvey were drugged with the truth drug?
Hill had them killed, it almost felt obvious that it was Hill once we knew it wasnt Falcone to be honest.
That's true, but I still don't think Hill's reasons are any more believable. Am I just suposed to believe that a snake like Hill gained a conscience when he was smilling in the same room when Thomas drugged Esther for life? There has to be other reasons behind this and I hope TellTale explores them somehow, otherwise this will be left really badly explained.
There's also the possibility that the effects of the drug had already worn off, afterall, his lips weren't blue any more.
There could be a plot twist but it doesn't matter because we didn't have to kill him, we'll just have to find out
I mean its the classic power thing. Why stop Thomas Wayne now, and start to make it fall apart when he can wait and have him killed? Its not like he is a good guy, even though he said that Thomas was "going to far" he cares more about himself than Esther.
As the others said, Mayor Hill DID admit that the fact he sent Joe Chill to kill Thomas Wayne. 'Nuff said.
Hill admits to ordering the hit while he was doped up on that truth serum, so there is no question he did it.That said it may turn out that other characters were involved as well.
I wouldn't be surprised if we get a reveal that Alfred was in on it. Falcone makes a cryptic comment to Bruce about being careful not to trust 'friends,' and Alfred always seems a bit nervous when questioning Bruce about what Falcone or Hill told him. Alfred would have a motive as well, because he knew what Thomas Wayne was up to and despised him for it.
