Yes. Anything that happens in the Telltales the Walking Dead is cannon to the comic. So Carver existed in the comics, but we never met him because he never encountered Rick's group. Same with Michonne.
Telltale have been on and off about whether Season 1 was canon to the comics, but I believe Michonne was said to be Canon. Also, they said that Season 3 will have comic characters, so I can imagine that retroactively makes the earlier two Seasons canon as well.
