Well, if Clementine optionally tries to teach Sarah how to use a gun in one of their early interactions, she has taught her a lot more than Carlos did in how many mouths he and the rest of the group were at the Cabin. Clementine at least had the cop on to know that without a gun, there's little hope of survival and considering Carlos had been fleeing from a psychotic madman, he should of showed his 15 year old daughter at least some form of self-defence and attempt to prepare her if things went south. I'm not saying he was a bad parental figure, nor that Clem would've been better, just that I can understand why @TheAustisticGamer would say she did a better job then Carlos.
Clementine technically fathered Sarah better than the whole cabin group combined.
Even though she lasted several months with them at… more the cabin group, whereas she died on the day that Clementine started fathering her? Given, that was not her responsability, but there is nothing that shows that she was a better parental figure than Carlos.

Carlo's was a good father. He cared about his daughter. He just had no clue what he was doing in raising a young kid in a zombie apocalypse.
This pretty much sums it up perfectly.
That's exaggerating. Sure, I don't think completely sheltering his daughter was a good idea, but that doesn't mean he's the worst.
