Harvey is in a place where anyone giving him the slightest bit of negative feedback makes them the scum of the Earth. He really throws around "you're no better than Lady Arkham" too freely.
He is unscarred in my playthough, so he still likes Batman, I think...Granted I did threaten to drop him off the building, so I am not entirely sure if Harvey still likes Batman.
I went to Wayne Enterprises. Oswald having access to the tech would be a disaster, and Batman needs the tech to have a fighting chance against the children of Arkham. Losing the Manor is terrible, but the tech is more important right now. Besides, I am pretty sure that Alfred and Lucius are just fine since they were hiding out in the bat cave
Went to stop the Penguin as the manor might get burned down but once Bruce Wayne starts to clear his family name, he can easily rebuild it.
The Batcave is separate "system" that doesn't get burned down just because the manor gets. Plus Harvey Dent has no idea that Bruce Wayne is the Batman, which makes stumbling upon his secret cave very unlikely.
I chose Enterprise. Oswald was getting close to hacking the Bat tech, you saw the batmobile nearly crash. Batman's suit has tech in it that could malfunction and explode, killing Bruce. Oswald also cannot find out that Bruce is Batman. That would make Alfred an easy target and endanger him. The entire town already hates Bruce, if they also hated Batman, then that would complicate things. I thought that Harvey would just yell at the Manor, then leave. I have confidence that Luscious and Alfred entered a fire safety device that protected them. I am playing as Normal Justice Batman, and even tried to stop that man from killing an orderly early during the episode instead of running to the phone. If I thought that Alfred and Luscious were in danger of a fire, I would have been there. Again, if Oswald found out about the secret identity, he would have told COA and that would have been a disaster for everyone. Bat tech in the wrong hands is very dangerous. Oswald had already hacked bat drones earlier and those tried to kill Bat and the orphan boy. Imagine innocent people walking around and then a drone is told to attack them. That would mean death to them and Batman would be called a new villain that went rogue.
I don't know if people has mentioned this yet, but choosing Enterprise allows Batman to keep his tech and keeping his tech means that he still have the resources to create a proper cure for the drug and saves the victims.
Theoretically but I don't know they'll go farther than "we could cure anyone we have pre-injection DNA on". Not that I understand why getting pre-injection DNA seems so difficult a task. Just raid their home.
