I don't have it either. It really sucks waiting for so long then going to download and it still says "episode 3 coming soon". I have iOS, is that maybe the reason I can't get it yet? I've seen the recent reviews so there are some platforms that it's available on.
So apparently I was within the first 3% to play and complete the episode on Xbox, and it gave me a "rare achievement" for it.

As per some regions having it digitally released already and some not, unless things have changed since last gen, Telltale doesn't have control of the proverbial switch. It's up to Microsoft and Sony, which have their own online update schedules. It could be an issue at Telltale's end(ie: an overseas release issue), but it's usually just delayed because Microsoft Indonesia(example) didn't update the online store yet, or just missed the game.
You'll probably have to wait a few hours before a staff member is around to give insight anyway.
So they should release episodes for example 8am "There land" for all platforms. Is just bad excuse. Is not new company, they are on the market quite some time. Flame is every game every season every episode, so just why not to do something with it.

steam does not have time zone release for telltale . they release it at 10pm PDT for everyone .
If you buy game from australian account you get it on 27th morning .
create new account and set region to australia. Ps4 no longer allows you to change region .

dont see it up on psn yet either....telltale is the worst when it comes to new releases .

Great? Nah. But it was better than the first 2 and I had fun playing it for the most part.
