    I read somewhere that there is a cut voice file that reveals that Tom is actually working for Olenna Tyrell.

    I think it's likely that was changed by the writers or Tom was lying.

    In an unused voice file Tom says that he works for Olenna Tyrell, but since it is unused it isn't canon. I personally think he works for Varys
