Because the plot says so.
Kenny apparently can be if you let him kill Jane and then shoot him afterwards, as it appears that he was shot in the head. Jane could be karma, though part of me suspected that she wasn't really dead anyway.
I find it interesting this question probably had more thought and effort into it than Kenny and Jane's flashbacks
