Was Carver the Leader of Crawford?

I think Carver could've been the leader of Crawford. If you look at the photo of the leader of Crawford. It gives the name "C. Oberson" which could be Carver Oberson (which probably isn't his real name). But the way it sounded how Crawford was run was relevant to how Carver ran Howes. Crawford became overrun and Carver escaped, found Howes, and started a new community, which could explain why Howes is still being fortified two years into the apocalypse.

    I read somewhere that Carver's final model was somewhat based on Oberson's. Really, Carver is a [mixed] example of my stance on reused concepts: Crawford was established in Season 1 as a Darwinistic society that was very intolerant, spawned Molly, and forced Vernon to resort to desperate measures for his patients. However, with the reveal that it was destroyed by the actions of Anna Corea quite some time ago, that left a void open for Season to establish Howe's Hardward, a settlement with a Darwinistic leader that was somewhat tolerant, apparently didn't spawn Jane and forced Mike/Bonnie to work for them before defecting .
