By the time you meet Jesus he says ANF took over Richmond, implying that they took over recently. However when you get there all signs point to the being there for months?

Maybe they just never knew Richmond was occupied. It's not like CNN were live blurting out "BREAKING NEWS: Richmond taken over by militarised survivor group led by chef that specialises in chocolate cake that is surprisingly delicious".
I assumed that they had indeed taken over and used it as their main base but it was a while ago.
