For those who seemed confused, he's referring to Kate's implied knowledge of construction equipment.
It's a case of Hidden Depths and/or insight to her possible career if she ever got the chance to pursue one.

And the fact she knew how to operate it and use the busket to lift Javi up smoothly. As a field engineer, I can assure you that a rubber tire loader (or construction equipment in general) isn't some easy-to-use thing. Some machines take a few days to get the hang of.

she was probably a Techschool student that learned to use fork lifts and such. She probably worked construction before.

Now that is interesting...I had been thinking about how it seemed easy to her...and @eRock92 is right...that is not something you should be able to do easily.
So allow me to do some ruminating on Kate.
At the beginning of the season...all we knew about Kate other than her feelings for Javi and her feeling trapped in her marriage was that she liked weed...and she was instrumental in having a plan that kept the family alive. We are shown a flashback where she uses the fact that if they had more money they could get a dishwasher as a distraction. To me it was a throw away line...that was until we see Kate in action.
I want to postulate a scenario here. David met Kate at work. David loved his kids...missed his dead wife(which btw we never talk about her except when talking to Mariana in the junkyard). David felt the kids needed a mother..he liked Kate a lot...but felt that no wife of his was going to work...she had to be a full time mother. So Kate's crack about not being able to afford the dishwasher was her wanting to get back into construction.
Working in a heavy vehicle..moving dirt and doing it well is almost a zen like feeling. Construction is tough work...the hours can be long, and it is dangerous work..but you get to see the fruits of that labor. That is rewarding even if you do not think about it...on some level your brain does and it is pleased. But if you are then thrust into the stay at home mom thing...it could be soul crushing if you would rather be out there.
Now suddenly we get a picture of the divide between David and Kate. She loved the kids...but grew to resent David. Suddenly she becomes a more sympathetic character....now imagine if Telltale had taken time to put that information out there.
I think part of Kate's infatuation with Javi was that he would not have made her stay home. And yes..she is to blame for agreeing to it in the first place...but love makes us stupid at times.
Just a missed opportunity I guess.
...Holy shit. You see: THIS is another example of why she's always been #2 on my ANF list. I mean, I put a few of your points together early on, but it didn't have this amount of thought and depth put to it. Hell, I didn't even remember the damn washing machine line, but now that you bring it up, it makes too much sense.
Which I somehow missed on my first playthrough, btw.
There's also the indirect implication(and assumed motivation) of Gabe's beef with Kate in Part 1.
You can say about 3/4's of this installment to be honest.
It didn't strike me as that weird. You can still understand certain terminology even if you're not 100% familiar with whatever's associated with it.
