It technically is but different timezones , but if you mean like at an exact time for each time zone like no matter what 10AM release for Pacific time zone but its 2 hrs behind of Central that means Pacific time zone gets it 2 hrs after the central timezone and well it will be spoiled.

Yeah I stumbled across the problem when episode 3 came out and it did the same for episode 4 but I just reinstalled the app for it to work (in trade of ALL OF MY PROGRESS AND SAVES I HAD BEFORE. (but it was worth it))
I feel really bad for you guys. Because I got it on Xbox one the minute it was released. When you get tell us because that’s unfair for you guys to wait so long.

I've tried this once already, but I'm going to try again. I'm going to delete everything for season 2 (except backing save file up to cloud storage) and then redownload. I'll post the result asap. Wish me luck
Well that was a no go, but I did get a message from telltale support. Here's a link to to the page that will update when episode 4 is available for xbox 360.
