Uh, what? You wanna rephrase that a little bit?
If you mean he never directly expresses remorse, he does/can apologize for having to do that to Clementine and expresses regret that they couldn't have met under better circumstances.

Then gets enraged at Clementine when his sister basically takes a dangerous gamble by joining the firefight and looses

The thing is that the gunfight was never supposed to happen in the firstplace. It's vaguely implied that Buricko pretty much decided they were gonna rob the group back on the spot and Arvo was clearly relunctant to go through with it. Learning about AJ was all the extra motivation he needed to plead with Buricko to stand down alongside Natasha and Vitali, but he refused to back down. Clementine/Kenny/Kenny having to suddenly shoot Rebecca's Walker in the confusion just set Buricko off into actually opening fire.

still not repenting for what he and his group has done

Eh, maybe not directly(as the above is determinant), but he does more or less amend things by offering the group food and shelter since they were all exhausted.

he does that and shoots me in the end.

Eh, to be honest, that's more laziness and/or shock value than anything else.
Granted, the idea is that Kenny's abuse of him and losing Natasha over some (attempt) robberies made him much more sour and aggressive, which he sorta ends up taking out on Clementine. And I do kinda like the idea of their "relationship" heading downhill over misunderstandings despite the possibility of them actually getting along.
But the fact that he does that regardless of you robbing him(even if Jane does disarm him), trying to make a deal, defending him any number of times, and perhaps even trying to work with Mike after finding them goes to show that there was more emphasis on having a dramatic, twist(?) ending to the scene rather than on things resolving in accordance to your choices.

The fact that this and the whole "That's all we have" line(which doesn't really make much sense either) seem like a last ditch way to make sure you retroactively side with Kenny is a noticeable side detail.

Well that whole scenario was awkwardly done but, not only before the fight I also meant in the aftermath of the fight he never expresses remorse or apologize for bringing the attack to them instead gets angry or wallow in self pity. Had his group won and robbed or killed everyone I doubt he'd care. It almost sounded like he said that feeble line to them because he was unarmed and wanted to be the target with the least priority compared to the rest. However my main point was that Arvo doesn't deserve much sympathy the way some seem to side with him. He and his group knew the risks of a gunfight yet engaged anyway in spite of having shelter and supplies? They were just bandits basically if their first instinct was to rob an unknown flock. If anything they could of approached in a friendly manner rather than confrontational. He knew how his group was far as wanting to push a fight, they loose so where does this sob and rage come from? If his sister valued her life she should of stayed back. Makes me wonder why Arvo pulls out his gun on an unarmed Clem back at the deck when it was clear she was harmless.. this gunpoint hold up he had on her prompts Jane to come out and be aggressive enough to disarm the boy. Really Jane kind of caused that whole thing and left and this is another reason why I didn't really like Jane much and why she's on my list of most deessspicable as Daffy duck would say.
