His first encounter with Clem, she comes up out of nowhere. She clearly looks like she snuck up, but whether or not she did, it's safer to pull out your gun in a ZA to someone who is very likely this close to robbing you.
Jane comes up from behind and steals his gun, holding him then at gunpoint and having Clem root his supplies.
Assuming Clem gives him back the supplies and reprimands Jane, Jane still has Arvo's gun and threatens him away while she keeps it.
Arvo comes back to his group. They probably notice his gun's missing. His superiors are a physical brute and a mental brute. He has essentially no room to haggle with them since he and his sister are both incapacitated highly (leg brace and broken glasses, has sickle cell anemia respectively). They, as he says later, demand to steal all of Clem's group's worth.
The ambush starts and, if Clem tries to negotiate or reason with Arvo after giving back the medicine earlier, he tells her that the ambush is not something he would want since she was nice to him.
Clem points out that they have a baby. Arvo starts talking down Buricko in Russian, because what's the point in attacking an infant. He pleads with his group as both groups start getting rowdier. Walker!Rebecca gets shot by Clem/Kenny to protect AJ, who is still in the dead Rebecca's arms at the time, and in retaliation, Buricko fires the first shot of the shootout.
In the midst of the shootout, Arvo is trying to resuscitate his sister, who has been shot. He doesn't know if she's dead (which she is). While Kenny holds him prisoner as a shield against Arvo's group, Natasha reanimates, which Arvo doesn't see because Natasha is behind him. Clem is to the left of Arvo's line-of-sight. Walker!Natasha crawls toward Clem, still with Arvo not knowing she's a walker. Clem shoots walker!Natasha. Clem still being to Arvo's left and Natasha having crawled towards her, Arvo thinks his not-walker sister has been shot in cold blood. The shootout ends and Arvo is held hostage. From the moment Kenny uses Arvo as a shield to the moment he's taken as their hostage, Clem can advocate for Arvo instead of against him.
Clem's defense of Arvo continues through the journey to the power plant, the night at the power plant, the journey to Arvo's lodge, and the night at Arvo's lodge. Meanwhile, Kenny doesn't give him any slack, slinging racist slurs at him and beating this still-disabled and still-hostage youth to a pulp even though he had no say in everything that happened.
Mike and Arvo (and Bonnie?) try to escape with what was Arvo's supplies. Arvo is shaken up by all the beating, berating, and loss he's endured in the past day or two. He again holds a gun to Clementine, his expression determinant on how Clem has treated Arvo. She's also holding a gun up. Someone seemed to be taking the truck, and it being dark and mumbly, she couldn't tell if it was someone she knew or an outsider until Arvo and Mike turn around. Clem talks to Mike about not running off with the truck and supplies, and Arvo either angrily faces Clem in a "I don't trust you" way if you've been shitty to Arvo or faces her with confusion if you've been trying your best with him. She still ends up shot, but his last expression is still determinant (as are how Mike and Bonnie treat Clem as they leave--whoever favors you more will be the only one concerned for Clem of the two).
Granted, Arvo still shot an 11-year-old in the shoulder, but given that it was an accident if you weren't total crap to him, the amount of people calling for his head on a pike is just shameful and exemplary of a lot of things.
