What does this mean for choices carrying over?
Since Telltale will shut their servers if they haven't already, then choices from the first to second season and second to third won't carry over now will they? Because cloud saves won't be accessible anymore right?

Probably not.
The saves, containing your playthrough, will still be on your hard drive. You're right, there won't be any option for cloud saves anymore. Probably. Unless the new developer releases a patch to connect previous games with their servers.
Still, you have your saves on your drive. You will probably still be able to carry over your choices by just playing on the same device and using those saves.
