I think we all expected this, this comes as no surprise to me. Skybound should take as long as they need, there are a lot of details that still need to be hashed out, people that need to be rehired, voice work that needs to be done, etc. I'll wait as long as I have to to see the end of Clementine's story.
They need to find a new team, gather the same voice actors (hopefully), getting used to the software that Telltale Games used (maybe better, hopefully), change the story up a little bit for episodes 3 and 4 (they can do that since they own the product now) and other important things to start up this product. It might take some time.
They don't need to change the story at all, plus the voice acting is done for episode 3 and mostly done for 4 so not much changing can be done unless they go out of their way to do so

Not sure why this is a surprise or news to anyone. Very little has been done on EP3&4 and its only around 6 weeks till EP3's initial release date. I'd guess EP3 will be released late December and EP4 will be released in February or March of 2019.
