But the DVD's are already being shipped. They already have the finished file. They just have to put it in their download folder or whatever and they're set. It would take 5mins tops.
You know, I'm no specialist, but I have the feeling you might be over-simplifying a teeny tiny bit
So ... the DVDs are shipping and arriving (well, except for the ones that are waiting on the goodies). Have we given up on the web download of PC Chapter 1 with Earl Boen?
They already said that they're going to update the PC download to put the Earl Boen version on it.
You know, I wonder whether they're holding out on us with this because they feel that people might be buying the DVD because it has Earl Boen on it and they think that if they release it for download before Deluxe ships, people might cancel their DVD orders. If that's true then they won't release the PC download until all the DVD preorders start shipping.

I feel your two statements contradict each other
If they wanted to sell more DVDs by making it a "DVD exclusive" (and keep in mind they're offering the DVD for free so it's not like they'd gain anything from it) they wouldn't have said from the start that it will be available for download.
Comments
They also probably have to modify the launcher from the DVD Version, to incorporate the online validation.

Yeah, probably just a tad.
....ok, yes I would. But just barely!
