Getting to the Control Panel in 304

I shot one of the lights but Sal didn't go up there. He's still stacking crates. I can't shoot the coffee mug because of the glass. So I'm stuck. Is my game glitched?

    You have to solve another puzzle before solving this one, related to Girl Stinky.

    Sal and Stinky can't go up there until they are actually in there.
    You have to free Stinky from Flint in the dinner so she meets Sal down there.
