I don't know if they will ever meet because of paradoxes and such.
But Marty could tell old Doc how reluctant young Doc is to help.
Then old Doc could get frustrated about his young self.
I would just like to add that I can't wait to ask Doc where he's been and what he's doing in jail. The answers to these questions (and so many more) are killing me!

Dialogue options are nice, though true gameplay for me is seeing a character walking around controlled by the player and performing an action at the command of the player. But, we'll see that soon enough.

It's an adventure game. Dialogue options are part of the gameplay of such games.
I'm more concerned about the fact that he looks kind of sallow and shiny, especially compared to Marty and Young Doc. Does Kid Tannen have jaundice or something?

If you watch the final scene in BttF3 and listen to Biff, the voice actor they got to play Biff in the game doesn't sound that far off. Not as much as I had initially thought.
I want to say that the Kid Tannen feels a bit out of place just like First Citizen Brown....but then when you think about it, it totally isn't!
Biff had a great great grandfather that was a ruthless Cowboy. Biff's father to be a hoodlum only seems natural.
Same with Doc. Even though he gets to be a dictator, so was Biff in BttF2 in 1985A.
I do wanna point out that First Citizen Brown probably won't be an evil dictator. I mean, it'd be rather hard for Marty to recruit him if he was evil.
And yes, Biff's dad being a gangster makes perfect sense on many levels. Remember, Biff was living with his grandmother. Now we can make a pretty good assumption as to why he was living with the crazy old bat.

Those people will not be pleased unless Marty is kicking puppies and shooting people in the head..... Its gonna be insane when this game finally hits the net.... I am prepared to defend it against the hordes people who will just not get it...
