Mystery Guy In Line at the Woodlands

In Episode 1, There's a guy wearing a plaid flatcap and an orange pullover at the front of the line to the Business Office, ahead of Grendel and the Mysterious Ginger. While he's (probably) irrelevant to the larger stories in TWAU, does anyone know who he is? My guess is he's a time-traveler from Brooklyn in the Year 2014.

    based on the character models I've seen somewhere on this forum, I'd say that's Tiny Tim. I'm not sure though. He doesn't seem to have crutches, but he looks like the character model.

    His leg got a bit better, as well as technology. You'll notice it by the feet if the screen is bright enough.
