I found my heart pounding at the cabin scene when he heard a noise and went up there to check for Sarah.
And again when he was lining people up and threatening them.
I'd say he's a real good villain! I feel like I'm on edge whenever he's around!

A lot will depend on his character development in coming episodes. I hope they have something a little more interesting planned than another Governor or Negan.
He's an absolutely unredeemable asshole. He better die in an extremely painful and degrading way by the end of episode three because you can't just introduce a bastard like that and not give him his due comeuppance soon after. I'm expecting some punishment at least 3 times worst than the one Michonne gave to the Governor. MINIMUM!
So far he only killed 1 guy in retaliation for the death of his man. So its hard to judge how much of a bad guy he really is. Hes definitely ruthless when it comes to getting what he wants.
As I've said a few times, I think we're going to start seeing more of Carver's point of view in E3. It's going to make the water a lot more murky in terms of who is in the right morally and although we might still end up siding with the Cabin group due to the story I think Carver is going to be shown as a very tough authoritarian who is genuinely trying to do some good in keeping the people in his group safe.
I imagine there's a reason he didn't just have everybody who wasn't Becca executed.
So far I definitely like him as a character.
